Are CCGs working as free enterprises with autonomy on salary structures which are imposed elsewhere by the NHS. Has a recent migration of key staff taken place from one CCG to another due to any difference in salaries for similar employment?

Will the free market principal apply to allocation of funds? Will qualification of service providers be authenticated by individual CCGs or by NHS England.

Will the transient community of service providers be monitored for compliance to health and safety, qualifications, DBS requirements etc.? And who will be legally responsible for contracting key staff and their authenticity.

Are there any principles or rules in place to restrict dual or more roles being taken (with salaries) by an individual.

What is the conclusion for Cheshire & Merseyside STP amalgamation of its CCGs as from April 2020.

It may also help if we explain that NHS England is not the same as ‘the NHS in England’. The NHS in England is not a single organisation but is made up of a range of organisations such as Hospitals, Clinical Commissioning Groups (CCGs) and Ambulance Trusts. NHS England is responsible for commissioning primary care services such as GP and dental surgeries, as well as some specialised secondary care services. Therefore, any recorded information NHS England may be able to provide in response to an FOI request will generally relate to the services NHS England commissions. Therefore, information in respect of other NHS organisations, including CCGs may be held by those organisations who would need to be approached directly.
